A Tier List the Human Community will work together to build. This is not as simple as one would expect.
For example, who has the final say on what the proposals should be called, where they should go, etc. you're either forced to have a trusted authority have final say, or use decentralized governance, which is an unsolved problem.
The best solution to decentralized governance i've seen is (ADA) Cardano's Project Catalyst.
Which is where users who hold the ADA cryptocurrency can vote for things. Project Catalyst is technically Pay-To-Win, although that factor reduces as you have more people with a wider spread capital investment.
It would be very Pay-To-Win if AsiATL used this format (during it's infancy).
It still might be the best option. We will have to explore this deeper, because it would be useful if somehow we could have an effective
Human Community Tier List.
